State Education Program of the Republic of Azerbaijan for 2022-2028
The Ministry of Science and Education of the Republic of Azerbaijan has presented the State Education Program for 2022-2028. The program focuses on modernizing the education system and developing preschool and extracurricular education.

By Decree No. 248 dated August 12, 2024, of the President of the Republic of Azerbaijan, Ilham Aliyev, the duration of the “State Program for the Education of Youth in Prestigious Foreign Higher Education Institutions for 2022–2028” has been extended until 2028, and the admission quota has been set at 500 individuals. Starting from 2025, no more than 25 percent of the quota will cover undergraduate studies, and no more than 20 percent will cover doctoral studies. In the 2024-2025 academic year, within the framework of the State Program, a total of 500 scholarship recipients were awarded, including 125 at the undergraduate level and 375 at the master's level. Overall, under the program, 1,252 students have earned the right to study at 151 higher education institutions across 21 countries worldwide. Among them, 186 graduates of the State Program have completed their education at 64 prestigious higher education institutions in 14 countries.
